Atom bomb nearly exploded over North Carolina in 1961: UK paper

LONDON (Reuters) - A U.S. atom bomb nearly exploded in 1961 over North Carolina that would have been 260 times more powerful than the device that devastated Hiroshima, according to a declassified document published in a British newspaper on Friday.

The Guardian newspaper said the document, obtained by investigative journalist Eric Schlosser under the Freedom of Information Act, gave the first conclusive evidence that the United States came close to a disaster in January 1961.

The incident happened when two Mark 39 hydrogen bombs were accidentally dropped over Goldsboro, North Carolina, after a B-52 bomber broke up in midair.

There has been persistent speculation about how serious the incident was and the U.S. government has repeatedly denied its nuclear arsenal put Americans' lives at risk through safety flaws, the newspaper said.

But the newly published document said one of the two bombs behaved exactly in the manner of a nuclear weapon in wartime, with its parachute opening and its trigger mechanisms engaged. Only one low-voltage switch prevented a cataclysm.

Fallout could have spread over Washington, Baltimore, Philadelphia and even New York City, the paper said, threatening the lives of millions of people.

In the document, Parker Jones, a senior engineer in the Sandia National Laboratories responsible for the mechanical safety of nuclear weapons, concluded that "one simple, dynamo-technology, low-voltage switch stood between the United States and a major catastrophe."

Jones' report, titled "Goldsboro Revisited or: How I Learned to Mistrust the H-Bomb," was written eight years after the accident in which one hydrogen bomb fell into a field near Faro, North Carolina, and the other into a meadow.

He found that three of four safety mechanisms designed to prevent unintended detonation failed to operate properly in the Faro bomb.

When the bomb hit the ground, a firing signal was sent to the nuclear core of the device and it was only the final, highly vulnerable switch that averted a disaster.

"The MK 39 Mod 2 bomb did not possess adequate safety for the airborne alert role in the B-52," Jones concluded.

The Guardian said the document was found by Schlosser as he was researching a new book on the nuclear arms race, "Command and Control."

Navy Yard shooting highlights military's security flaws

Key details of the massacre at Washington's Navy Yard are just beginning to emerge, but the attack offers an unsettling reminder that many military facilities have soft underbellies when it comes to security.

Visitors to the Pentagon walk past guards armed with assault rifles and then pass through an outside building equipped with state-of-the-art metal detectors. Once they enter the Pentagon itself, the first thing they see is another booth manned by heavily armed security personnel.

The Pentagon is very much the exception, however. Washington, Maryland and Virginia are dotted with dozens of military bases and Defense Department office buildings, and both types of facilities have significant potential security gaps, according to experts in the field.

At military posts like the sprawling Marine base in Quantico, Va., for instance, virtually anyone with one of the Common Access Cards (CAC) issued to troops, civilian Defense Department employees and government contractors can enter the facility without being patted down or made to go through a metal detector.

Aaron Alexis, the primary suspect in the Navy Yard shootings, was a Navy information technology contractor, and appeared to have a government-contractor access card of his own, according to his company, The Experts. Figuring out how Alexis managed to enter the compound with at least one semiautomatic weapon is a top priority for the FBI agents leading the investigation into the shootings.

"The primary element of security is limiting access for people who don't have the need to be in a given place," said Ian Kanski, a former Marine Corps force protection officer who also worked as a private security contractor overseas. "We have an overabundance of universal access in the military. I've been out of the Marines since 2006. Should I still have a card that allows me to get onto almost any base?"

The hundreds of thousands of people with CAC cards aren't the only ones who have a relatively easy time making their way onto military posts. Many bases also allow veterans with valid military retiree ID cards to enter the posts so they can receive medical care at the facilities' hospitals and medical clinics, or shop at subsidized supermarkets.

Some bases search the veterans' cars, but the retired troops themselves are almost never patted down or asked to go through metal detectors. That would theoretically make it easy for a potential assailant to smuggle a firearm onto the base.

The Defense Department's office buildings in and around Washington present a different kind of risk. Unlike military posts, the buildings are generally protected by private security guards who are either unarmed or equipped solely with a sidearm. The entrances have metal detectors, but government employees or contractors with ID cards for the buildings are often allowed to bypass them, according to personnel who work at three of the Defense facilities.

Fred Burton, the vice president for intelligence at Stratfor and a former State Department counterterrorism agent, said human nature made it even harder to guard against insider attacks like the one that appears to have taken place at the Navy Yard.

"Guards, even good ones, can have familiarity fatigue where they see the same guy every day and decide to just wave him through," he said.

Kanski said that preventing that type of complacency is the biggest challenge facing the security personnel charged with preventing people like Alexis from taking the lives of their friends and colleagues.

"Security is only as good as the human element implementing it," he said. "If that falls short, all the security measures in the world won't be enough to keep something like this from happening again."

Also in the coming week, the French budget for 2014 will confirm there is significantly more austerity to come, including contentious cuts to welfare spending, according to Capital Economics? Jennifer McKeown.

On the data front, euro-zone business surveys for September should reveal further improvement, suggesting that a moderate recovery will continue into the third quarter. But monetary data are likely to show that bank lending remained very weak in August.

It will be a relatively quiet week in the U.K. Economists expect Q2 GDP to be unrevised at 0.7 percent and further solid gains in service-sector output and home prices.

There are two data releases of note next week in Japan, centering on its August consumer price index, or CPI, and small business confidence.

Elsewhere, the HSBC Flash China Manufacturing Purchasing Managers? Index, or PMI, compiled by Markit will provide an early look at the performance of China?s manufacturing sector this month, while Vietnam is due to publish third-quarter GDP figures: However, the fact the data are published before the end of the quarter raises questions about their reliability.

Mayor Fires Entire Volunteer Fire Department

United States?(Iowa) - The mayor of a small Jones County community fired the town's entire volunteer fire department Monday night. Onslow Fire Chief Darrin Schaefer said he's still trying to figure out why the move was made. Mayor Curtis Thornhill said the cut was spurred by the fire department's noncompliance with a city-wide audit.

"The fire department here is reluctant to provide the auditor with information that's needed to complete this audit," Thornhill said Wednesday. "This constitutes an unfavorable light on the city and possibly gives the city a negative audit."

Schaefer said he went to a city council meeting Monday night and delivered the fire chief's report.

"After my report, the mayor made the announcement that -- effective in 30 days -- he's firing the volunteer fire department," Schaefer said.

Schaefer, who has been with the nine member volunteer department for nearly 20 years and chief for the last nine, said he has "no idea" why Thornhill dissolved the department. Schaefer said he spoke with city council members and they also had no insights on Thornhill's decision-making. Three members of the fire department sit on the city council.

"They don't know what to say about it," Schaefer said.

Thornhill, who has been mayor for two years and served one year as a city councilor prior to that, said his decision came after two months of trying to get information from the fire department as part of an audit. Onslow is preparing to embark on a $1.3 million sewer project and the audit is part of that process.

Complicating the issue is the Smoke Eaters, an association formed in 2004 by members of the Onslow Fire Department. Schaefer said the city requested the association be formed to distance the fire department from the city in the event of a lawsuit. The Smoke Eaters is made up of firefighters and non-firefighters and conducts fundraising to buy firefighting equipment, which Schaefer said the association allows the city to use.

Thornhill said the city discovered the Smoke Eaters have been operating as a nonprofit organization, despite losing that designation in 2007.

"When it came up, the citizens requested a city audit," Thornhill said. "That's when all heck broke loose. They're reluctant to provide the auditor with the necessary information the auditor needs to complete the city audit."

Schaefer said the Smoke Eaters did lose their nonprofit status when the IRS changed its rules about filing. The Smoke Eaters failed to file necessary paperwork and lost its nonprofit organization designation.

"It fell through the cracks," he said, adding the association has reapplied to be a nonprofit.

Thornhill said he wants financial information from the fire department on their $5,600 budget, as well as finances from the Smoke Eaters. He suggested that some money may have been mishandled or misappropriated. A potential criminal investigation, involving two federal agencies Thornhill declined to identify, is underway.

Schaefer called Thornhill's comments an "interesting accusation" and "speculation on his part."

Schaefer scoffed at the notion he had mishandled any money. He said the city clerk handles all of the fire department's finances. He said the Smoke Eaters' finances are separate from the city's and not subject to the audit.

The whole matter can be put to rest if Schaefer turns over the financial documents for the Smoke Eaters, Thornhill said.

"It's a simple matter of providing the auditors and the city with the records that they should have," he said. "That's the bottom line."

What happens when the 30 days is up remains to be seen. In the meantime, Schaefer said if Onslow residents are concerned what will happen if the fire department is terminated, they should contact the city council.

"You need to tell your city council what your feeling is, what your thoughts are," he said. "People of the community need to realize they need to have their voices heard."

MILAN (AP) ? Milan is seeking to reclaim its fashion pre-eminence with a re-energized fashion week not only through strong messages from the runways but concrete acts of to enhance the city's prestige.

Fendi unveiled a new flagship store on via Montenapoleone, Kate Moss was on hand to launch a new retail concept for Stuart Weitzman and Costume National returned to Milan after a two-decade womenswear absence.

Roberto Cavalli said that Italian design is still driven by homegrown creativity -- and he hopes to see a greater push for young designers going ahead. "What's great about Milan we are the ones who design Italian fashion," he said.

On the second day of Milan Fashion Week on Thursday confirmed a trend toward dresses and skirts and away from pants. Not all of the looks were overtly feminine, although some reveled in chiffon and other light fabrics. Prada aside, most labels eschewed patterns and glitzy accents, preferring strong monochromatic shades.

PRADA

Miuccia Prada is the most eclectic designer on the Milan runway. Every season she goes to a new place, either literally or figuratively, for inspiration and comes up with a collection that is different from everybody else's and almost always brings down the house.

To inspire the summer collection, Prada commissioned pop art murals for the walls of the label's show space, as part of Prada's stated aim "to engage themes of femininity, representation, power and multiplicity." International muralists Miles "El Mac" Gregor, Mesa, Gabriel Specter, Stinkfish and illustrators Jeanne Detallante and Pierre Mornet participated.

The murals translated into the collection as women's faces on knitwear and fur, rainbow patterns on overcoats and handbags -- and the overall over-the-top feel of the collection.

Originally renown as a minimalist designer, Prada went to town in this avant-garde collection full of glitter and glam. One of the leitmotifs was a graphic brassiere superimposed on outwear -- sometimes as an image, sometimes in bold sequins. The effect was a bonanza of color.

The looks were both an exploration of femininity and urban power. This is seen in the pleated skirts worn with athletic striped leg warmers and thick-soled sports sandals, albeit showered with sequins. As with many collections this round, pants were few and far between.

FENDI

The latest Fendi collection is both feminine and flip ? in short, very chic.

At times reminiscent of 1950s couture, the breezy, colorful show is appropriately dubbed "dreamwear" by the label's designer, Karl Lagerfeld.

See-through chiffon and organza allow the body to take the lead without ever clinging to its contours. The silhouette is boxy rather than curvy, with lots of geometric lines: squares, trapezoids and triangles.

Fresh sherbet and fluorescent colors are worked in monochrome blocks, most evident in the show opener, a sheath dress made up of flaps in progressive shades of pink, from rose to raspberry. The same theme was re-created on the invitation.

There were few pants in the collection, with a pert knee-length sheath under a summer coat the favorite look. By night, the same look is transformed into dreamy evening gowns under dramatic diva coats.

COSTUME NATIONAL

Costume National hung out an "under construction" sign on the long-awaited Milan return of its women's collection.

The phrase described both the space where designer Ennio Capasa staged the company's return after a 23-year stint in Paris and the looks themselves.

Capasa purposely sought out the raw, concrete subterranean cavern beneath a glass high-rise to unveil his new collection, which he dubbed "De-Construct-Re-Construct."

Exploring the limits of tailoring, Capasa left lots of spaces uncovered ? bare curves between the breasts, high arches on the back. Straps helped to anchor the gilets, jackets and halters securely in place. The looks were finished with skirts ? to-the-ankle, slit A-lines, or at-the-knee pencil ? and cropped trousers. Silhouettes were loose, unconfining.

The designer stuck to strong colors: black and white, with some acid yellow and coverall blue. Footwear was either pointed shoes with thin straps or open-toe sandals, always on a wedge.

MAX MARA

Max Mara has clean looks for next summer that are alternatively playful and workaday.

The women's collection had an austere quality reflected in the monochrome neutral shades and simple lines that by contrast lent emphasis to playful touches: layers of sheer fabrics, lame shimmers, and youthful romper or jumpsuit silhouettes.

For the urban professional, there were straight pencil skirts and spaghetti strapped sheaths all landing discreetly below the knee. Max Mara topped them with sleek button-less jackets, varying in length. There were few trousers, a trend emerging this season in Milan.

The label recognized the demands of today's professional woman and equipped her with not just one bag but two: the versatile JBag and a clutch.

For evening, there were shimmery sheer below-the-knee sheaths worn over mini dresses or rompers. And for any hour playtime, Max Mara broke out the color: eye-popping orange, green, fuchsia, royal blue and purple. The single-shade outfits with rompers or dresses were accessorized with color-coordinated sheer hosiery, bags, stiletto heels and oversized rounded sunglasses.

JUST CAVALLI

Just Cavalli is reminding young women to remain carefree, and show some skin, but with grace.

Roberto Cavalli's younger line featured bikinis with belly-button grazing 1950s bottoms and 1960s mini-dresses with mid-drift-revealing cutouts.

The collection reveled in patterns: checks, florals and plaids. While other designers underplayed pants, Just Cavalli celebrated them, pairing them with bra tops, cropped tops and biker jackets.

Giants set to rally behind heartbroken coach

East Rutherford, N.J. ? Tom Coughlin was dealing with more than the New York Giants' 0-2 start Wednesday, and most of his players knew it.

The team's poor play was insignificant compared to what the 67-year-old Coughlin had been through the past 48 hours.

His only brother, John, died unexpectedly Monday night in Hackensack, N.J. The death came a day after the Giants' season seemed to be slipping away following a 41-23 loss to the Denver Broncos.

"I know exactly what he is going through, unexpected death, death of a family member, someone who is very close to you," said defensive end Justin Tuck, who has played nine seasons for Coughlin. "I am sure he was someone he talked to regularly and confided in and that person is no longer there. It's difficult. It anybody understands it, I definitely do.

"You try your best to be supportive."

Two years ago, Tuck went through his own tragedy. He had his grandfather and an uncle die in a span of a month.

Tuck admired the way Coughlin handled himself at the 8 a.m. team meeting, noting the long-time coach probably would not have burdened the team with his problems had it been possible. He spoke because they already knew about it.

"It just goes to show you the character that he has and how much he puts into the team and the organization," fullback Henry Hynoski said. "He loves us. He treats us like we are his own sons. We feel bad for him and his family. We want to go out and give that little extra for him this week. He's here for us and we have to be there for him, too, for this tough process."

A club official who asked not to be identified said Coughlin's approach to Sunday's game against the Panthers in Charlotte, N.C. has not changed. He has been in his office, working.

"I wouldn't expect anything less out of him," said guard Chris Snee, Coughlin's son-in-law. "I don't know how he feels prior to our 8 o'clock meeting or after practice, but during that window, he is enthusiastic and he has been trying to lead us to a victory."

Receiver Victor Cruz said it was emotional listening to Coughlin, especially the passion in his voice.

"I feel like this team is an extended family to him and we felt like he could talk to us as candidly as he wanted to," Cruz said. "People are going to respond. It was a time where we needed to hear that. It was definitely an emotional thing, at least for me it was.

"I am personally going to respond for him and I think the team will as well."

Coughlin was not asked about his brother's death at his news conference Wednesday. The team has asked the media to refrain from reporting it until an obituary was ready.

Coughlin, who led the Giants to Super Bowl wins in the 2007 and 2011 seasons, did thank the reporters for their concern and condolences as he entered and left the news conference.

"The only way we can be there for him is stepping it up," said Pro Bowl longer snapper Zak DeOssie, who played on both Super Bowl teams.

Safety Antrel Rolle said the tragedy has brought the team closer.

"We are all family," he said. "If coach has a loss, we all deal with the loss. We're here for him. Our condolences go out to him and the rest of his family. No better time than to pick his spirits up."

Coughlin had been alerted to his brother's medical crisis on Monday morning and traveled to the hospital. After meeting with the team, he skipped his usual day-after news conference and returned to his brother's room.

His meeting with the team Wednesday was his first since the death.

"Anytime you have someone in your circle who is a coach or a player and they are going through a hard time, of course you want to do your part to pick them up," Tuck said. "If that's win a football game or saying a kind word or whatever it may be, you are always going to try your best to pick their spirits up.

That's what they did for me and I was better for it. Any way I can return the favor or we as a football team can, we need to jump on that."

Looting hits Acapulco as Mexico storm death toll reaches 80

ACAPULCO, Mexico (Reuters) - Looting broke out in the Mexican beach resort of Acapulco on Wednesday as the government struggled to reach tens of thousands of people cut off by flooding that had claimed at least 80 lives.

Stores were ransacked by looters who carried off everything from televisions to Christmas decorations after floodwaters wreaked havoc in the Pacific port, which has experienced some of the worst storm damage to hit Mexico in years.

Tens of thousands of people have been trapped in the aftermath of two tropical storms that hammered vast swathes of Mexico. More than 1 million people have been affected. Acapulco's airport terminal was under water, stranding tourists.

There was no let-up in sight.

One of the tropical storms, Manuel, became a hurricane late on Wednesday, barreling north along Mexico's northwestern coast and threatening more flooding and mudslides.

Mexican President Enrique Pena Nieto said 58 people were still missing from Atoyac, a municipality near Acapulco in Guerrero state. Authorities had recovered 18 bodies earlier in the day.

"There was a massive mudslide that practically buried part of a small community of about 400 people," he said. "Sadly, it looks like they were trapped."

Some 288 people had been rescued from the site and another 91 were still waiting to be evacuated, officials said.

Shops were plundered in the city's upscale Acapulco neighborhood of Diamante, home to luxury hotels and plush apartments, where dozens of cars were ruined by muddy brown floodwaters. Marines were posted outside stores to prevent further theft.

"Unfortunately, it wasn't looting from need of food. It was stealing for stealing's sake," said Mariberta Medina, head of a local hoteliers' association. "They even stole Halloween and Christmas decorations and an outboard motor."

Acapulco's tourist trade was already grappling with a surge in drug gang violence, which earned the city the dubious distinction of Mexico's murder capital last year.

Torrential rains were spawned by two tropical storms, Ingrid and Manuel, which converged on Mexico from the Gulf and the Pacific over the weekend, triggering the flash floods.

Rescue workers in the state of Baja California Sur, home to the popular beach resorts of Los Cabos, prepared to evacuate people from flood-prone areas.

Another area of low pressure over Mexico's Yucatan Peninsula has a 70 percent chance of becoming a tropical cyclone in the next 48 hours. It is likely to dump more heavy rains across an area already hit by floods and mudslides.

On Wednesday afternoon, national emergency services said they had registered 80 deaths due to the storms.

Hurricane Manuel could dump up to 15 inches of rain in the state of Sinaloa and cause life-threatening flash-floods, the U.S. National Hurricane Center said.

As the cost of the flooding continued to mount, the Finance Ministry said it had around 12 billion pesos ($925.60 million)available in emergency funding.

EVACUATIONS

The poor weather forced state oil monopoly Pemex to evacuate three oil platforms and halt drilling at some wells. A Pemex official said its refining operations had not been affected and that the company had seven days worth of inventory.

Pemex's refinery in Tamaulipas, its smallest, was partially flooded, but operations were still normal, the firm said. The Transport Ministry said all oil export terminals were open.

The rains pummeled several Mexican states, with Veracruz, Guerrero, Puebla, Hidalgo, Michoacan, Tamaulipas and Oaxaca among the hardest hit.

Landslides have buried homes and a bus in Veracruz on Mexico's eastern seaboard. Thousands were evacuated from flooded areas, some by helicopter, and taken to shelters.

Dozens of homes in Tampico, one of the main Gulf ports north of Veracruz, were waterlogged when the Panuco River burst its banks, forcing evacuations.

Crocodiles swam into the streets of Tampico.

"They don't bother the people," a spokesman for the state government of Tamaulipas said.

The port was operating as normal, he added.

Acapulco is struggling to cope with the downpour that has submerged vast areas of the city, choked its palm-lined streets with mud and stranded about 40,000 visitors.

More than half of the deaths occurred in Guerrero, where Acapulco lies. Despite the loss of life, state Governor Angela Aguirre said the beach resort was "virtually back to normality."

About 5,300 stranded tourists in Acapulco have been taken to Mexico City, said Gerardo Ruiz Esparza, Mexico's minister for transport and communications.

But food and bottled water are scarce, and cash has been hard to come by after power outages knocked out bank machines.

"We waited for more than hour to get into a shop and only managed to get instant soup, some tins of tuna and two cartons of milk," said Clemencia Santana Garcia, 45, who sells goods on Acapulco's beaches. "This is going to get ugly."

Ladies, listen up. A basic self-defense training program has come to San Diego City College District. Presented by the SDCCD Police Department, Rape Aggression Defense will be featured for women only, reaching out to both female staff and students.

R.A.D. was founded by ex-Marine, ex law enforcement at Christopher Newport University Police Department and College of William and Mary Police Department, the old Dominion Police Department, and RedMan Advisory Board and Assistant to the Director of Training for RedMan, Lawrence N. Nadeau. Nadeau has many more accomplishments, and to this day continues to teach self-defense and police tactics. Not only does he teach physically, but Nadeau teaches mentally and?has written several instructional training manuals, teaching philosophies he?s learned along with military techniques.

Nadeau started R.A.D. in 1989 where he worked as Executive Director until 1998 when he turned the program management to his 4 top senior female Staff Instructors. R.A.D. is now internationally known for self-defense education, here to educate not just women, but children, men, elderly, and anyone willing to learn the art of self-defense.

While this program is fully accredited, it has been taught in over 3500 colleges and universities, cities and counties, and state police departments, but mainly known for its teachings throughout women?s resource centers around the country.

The reason why SDCCD will only be holding this workshop for strictly women is because our SDCCD Police Department has only been trained in R.A.D. for women. This does not mean men cannot acquire these same opportunities for self-defense. There are over 45 R.A.D. locations in the state of California. In the San Diego area we have a few R.A.D. programs, San Diego Community College, University San Diego, GEM reMADE, and several independent instructors here to help.

If one chooses to attend a workshop in the Mesa, City, or Miramar campus, one can expect to learn real life self-defense tactics and techniques, awareness of one?s surroundings, prevention, risk reduction and avoidance, confidence building, and the basics of hands on defense training.

It has also been common for past students to come to classes and share their stores.

DeAnn Griffin, R.A.D. coordinator explains, ?There have been women who have applied their techniques in real life situations and have come back and shared what has happened and what technique they used.?

Each class is 6 hours long from 8:00 am to 3:30 pm, 12 hours total, broken down into two sessions and both sessions must be attended.

Unfortunately, the first class started September 21st here at Mesa College and the second will be the 28th, but it?s not too late to attend City College?s workshop on October 12th and 19th, or Miramar College?s workshop on November 2nd and 9th.

Submerged cars found in Okla. may solve cold cases

SAYRE, Okla. (AP) ? When three teenagers from this small Oklahoma town disappeared on their way to a high school football game in 1970, rumors swirled as to what happened to the trio.

Some thought the three had stumbled across a drug deal at a rural airstrip and been killed. Others said they might have run away to California.

"There have been theories from everybody," said Dayva Spitzer, publisher of The Sayre Record newspaper and a longtime resident. "Everyone suspected foul play. ... But every lead just went nowhere."

Now authorities believe they have a key piece to the puzzle: A 1969 Camaro, just like the one the teens were driving, was pulled from a lake with the skeletal remains of three people inside.

And that wasn't the only discovery. A second car containing remains, an early 1950s Chevrolet, was also recovered. Custer County Sheriff Bruce Peoples believes it may solve another case in which two men and a woman disappeared a year before the teens vanished.

"These vehicles match those missing-persons reports real close," Peoples said Wednesday as investigators combed through the rusty, mud-covered vehicles.

Both vehicles were discovered Tuesday by divers conducting a training exercise at Foss Lake, about 100 miles west of Oklahoma City.

The cars were submerged in about 12 feet of water and were only about 50 feet from the end of a boat ramp near a marina. But Peoples said it was no surprise that the murky waters held a secret.

"This lake isn't crystal clear. It's a typical western Oklahoma lake with a lot of silt in it. The visibility is only 6 to 12 inches on a good day," Peoples said. "We'll consider it a mystery until we prove otherwise."

The sheriff said it was entirely possible that people simply drove into the lake and drowned.

"We know that to happen, even if you know your way around. It can happen that quick," he added.

Peoples said he was confident the Camaro held the remains of the three teens, who were identified as Leah Johnson, Michael Rios and Jimmy Williams. The origins of the bones in the second vehicle were less clear.

Tim Porter of Enid said he believed the remains could be those of his grandfather, John Albert Porter, who disappeared along with two other people in 1969.

"Forty-something years of wondering who or why," Porter said. "If it is my grandfather in there, it's a gift."

The sheriff said Wednesday he was not sure whether the cars held the remains of five or six bodies. The state medical examiner's office believed the remains of six people were recovered.

The bones were being sent to the medical examiner's office for identification and to determine the cause of death.

Divers had found three skulls as of Tuesday evening. They planned to continue looking for more remains, said Oklahoma Highway Patrol spokeswoman Betsy Randolph.

Authorities hoped the discoveries would offer some relief to relatives who may have gone decades wondering about the fate of a missing loved one.

"We're hoping these individuals, that this is going to bring some sort of closure to some families out there who have been waiting to hear about missing people," Randolph said. "If that's the case, then we're thrilled."

Ex-chef at Va. gov's mansion pleads no contest

RICHMOND, Va. (AP) ? The former chef at the Virginia governor's mansion pleaded no contest Wednesday to reduced charges that he stole food from the first family's kitchen and was ordered to repay the state $2,300, ending a politically embarrassing case that was headed to trial weeks before the state's hotly contested governor's race.

Todd Schneider, 52, had been charged with four felony embezzlement counts but they were reduced to two misdemeanor charges under a plea agreement approved by Richmond Circuit Judge Margaret Spencer. She suspended 6-month jail sentences for each count and ordered him to repay the state for the taxpayer-paid provisions.

The case against Schneider brought to light allegations of misconduct against Gov. Bob McDonnell and entangled Attorney General Ken Cuccinelli, the Republican candidate for governor. While McDonnell cannot seek a second straight term under state law, the chef's prosecution and accusations of lavish gift-giving by a political supporter to the Republican governor has tarnished McDonnell's once-rising political star.

The plea avoids a trial that had been scheduled for Oct. 15, less than three weeks before the state's Nov. 5 general election.

Outside of court, neither Schneider nor his attorney, Steven Benjamin, would discuss details about the plea negotiations with the prosecutor, Gregory Underwood, Norfolk's commonwealth attorney. He was assigned to the case when Cuccinelli stepped aside, citing a conflict of interest.

Benjamin called the settlement "an excellent resolution" and said it was only possible once Underwood took over from Cuccinelli as prosecutor for the case. Cuccinelli's office had directed the probe and obtained the indictment against Schneider.

"This prosecution should never have been brought, should never have been initiated by an attorney general with a pervasive personal, financial and political conflicts of interest that were evident in this case," Benjamin said. "But once the indictments were brought and the conflicts were acknowledged, the court did the correct thing ... and brought in Mr. Underwood and appointed him to handle this."

In a statement, however, Cuccinelli spokesman Brian Gottstein said the plea agreement "vindicates this office's decision to pursue the prosecution of embezzlement charges against Chef Todd Schneider. "

Schneider, who worked at the Executive Mansion from 2010 until his dismissal in early 2012, told investigators the first family had taken undisclosed gifts from a wealthy donor and from the kitchen, and that the governor required him and other state employees to work private and political events.

A spokesman for McDonnell's legal team said Schneider's plea undermines the chef's credibility.

"Mr. Schneider's prior denials of wrongdoing and his reckless allegations against the Governor's office and the McDonnell family have been completely discredited by today's criminal convictions," said spokesman Jason Miyares.

McDonnell's office was more restrained.

"It is unfortunate these actions occurred and we are pleased that justice has been served," the governor's office said in a statement.

Schneider's allegations led to state and federal investigations.

Authorities are investigating the relationship between both McDonnell and first lady Maureen McDonnell and Jonnie R. Williams Sr., a wealthy donor and the chief executive of troubled nutritional supplements maker Star Scientific Inc.

Investigators are looking at whether Williams or his company benefited as a result of more than $124,000 worth of gifts and loans to the first family.

McDonnell has defended not reporting the gifts, noting that Virginia's public ethics laws require the disclosure only of gifts given directly to public officials, not their family members. In July, however, he publicly apologized and announced the gifts and loans had been returned or repaid to Williams.

Cuccinelli accepted more than $18,000 worth of gifts from Williams and Star Scientific, and once owned more than $10,000 in company stock. Some of the gratuities, including a $3,000 summer family vacation and a catered $1,500 Thanksgiving dinner at Williams' palatial waterside getaway at Smith Mountain Lake near the Blue Ridge Mountains, were not disclosed until April, when Cuccinelli amended four years' of economic disclosure forms.

In July, Richmond's Democratic commonwealth's attorney, Mike Herring, said in a report that Cuccinelli broke no state law with his tardy disclosures of Williams' gifts.

Then, earlier this month, Cuccinelli gave a Richmond charity $18,000 ? the same value as gifts he accepted from Williams.

After the 15-minute hearing, Schneider spoke to reporters outside the downtown courthouse.

"It's been a very difficult situation but it's a beautiful day here in Richmond," said Schneider, smiling broadly. "It's time for me to move on, love life and love myself (and) make great food for people."

'When will enough be enough?'

Congress is about as likely to impose firecracker control after a man lobbed some at the White House on Monday as lawmakers are to tighten gun laws after the slaughter of 12 people at the Navy Yard in Washington, D.C., only a few hours earlier.

That?s the grim feeling among profoundly frustrated gun-control advocates and their Democratic allies on Capitol Hill. They say privately that if the Christmastime massacre of 20 schoolchildren in Newtown, Conn., last year couldn?t spur action on modest steps to combat gun violence, what chance does the killing of a dozen adults have?

"We don?t have the votes. I hope to get them, but we don?t have them now," Senate Majority Leader Harry Reid said on Tuesday when asked if the Senate would revisit a bill to tighten background checks after Monday's shootings. The Senate rejected a similar measure in April.

That measure failed by five votes ? Reid switched his ?yes? vote to ?no? in a procedural move that permits him to bring the proposal up again. On Tuesday, Reid said that he might consider revisiting a separate, limited bill that would exclusively address mental health issues.

?Anything we can do to focus attention on the senseless killings that take place,? Reid said. ?That?s something we will look at.?

On Monday, the tone of frustration with Congress' inaction on gun legislation came from the very top, as President Barack Obama deplored that ?we are confronting yet another mass shooting.?

?We're going to be investigating thoroughly what happened, as we do so many of these shootings, sadly, that have happened, and do everything that we can to try to prevent them,? he added.

Obama made no mention of another push in Congress ? and White House press secretary Jay Carney added to the impression of congressional stalemate at his briefing not long afterward.

?We will continue to work to take action to reduce gun violence in this country through executive action, and hopefully Congress will take action to reduce gun violence as well,? Carney told reporters.

Democrats facing an uphill re-election fight in the 2014 midterm elections ?would rather see executive action on this than walk the plank with another vote on something that won?t go anywhere in the House,? said another Democratic congressional aide, who also requested anonymity to discuss the tragedy?s political dimensions.

That was the reality in Congress as about 75 gun-control advocates organized by the Newtown Action Alliance were poised to arrive in Washington around noon on Tuesday for a long-scheduled event urging congressional action on the issue.

The group had planned to attend a Tuesday Senate subcommittee hearing on "stand your ground" self-defense laws, but that hearing was postponed indefinitely on Monday due to the Navy Yard shootings. To mark the nine-month anniversary of the Newtown shootings, the advocates ? including family members of victims at Sandy Hook Elementary School and Virginia Tech ? will hold a press conference on Wednesday and meet with lawmakers to pressure them to pass gun-control legislation.

Dave Ackert, the founder of the Newtown Action Alliance, said they are not "optimistic" that gun laws will change any time soon, but they hope gun control will now again at least become a matter of debate.

"Maybe now that it came in their backyard it will be harder for a lot of these lawmakers to keep looking the other way. That's the hope anyway," Ackert told Yahoo News.

Some officials reflected on the mass shootings since Obama took office in January 2009 ? at places such as Fort Hood, Tucson, Aurora, Oak Creek and Newtown.

?We are becoming far too familiar with senseless, tragic violence," West Virginia Democratic Sen. Jay Rockefeller said in a statement. ?This is the seventh shooting since 2009, and these repeated incidents demand our attention."

California Democratic Sen. Dianne Feinstein, a longtime advocate for tightening federal gun laws, called on lawmakers to resume a debate over gun control.

?When will enough be enough? Congress must stop shirking its responsibility and resume a thoughtful debate on gun violence in this country. We must do more to stop this endless loss of life,? she said in a statement.

Earlier this year, Feinstein authored a bill in response to the mass shootings in Newtown that would have banned "assault weapons," but the Senate rejected the proposal before going on to vote down the separate measure that sought to expand background checks.

And Dan Gross, president of the Brady Campaign to Prevent Gun Violence, pressed Congress to do something ? but did not signal any aggressive new push.

?While it is too early to know what policies might have prevented this latest tragedy, we do know that policies that present a real opportunity to save lives sit stalled in Congress,? Gross said. ?As long as our leaders in Congress ignore the will of the people and do not listen to those voices, we will hold them accountable. We hope Congress will listen to the voice of the people and take up legislation that will create a safer America."

But what might that legislation look like? If early reports are true, the suspect, Aaron Alexis, had a violent past that included allegedly firing his gun through a neighbor?s ceiling, and he was being treated for mental illness. But under existing laws he could purchase firearms and had the necessary clearance as a Defense Department contractor to gain access to the Navy Yard.

Lawmakers have seemed more willing to tackle issues related to security clearances and contractors ? perhaps a side effect of former NSA contractor Edward Snowden?s sweeping revelations about American surveillance. And they also have signaled a willingness to expand mental health treatment. Neither is likely to draw the kind of forceful lobbying campaign like the National Rifle Association?s no-holds-barred blitz after Newtown.

Democratic House Minority Whip Steny Hoyer said on Tuesday at an event hosted by Politico that the Navy Yard suspect was ?somebody who had a record of instability and certainly should have been, I think, subject to closer scrutiny.?

House Armed Services Committee Chairman Buck McKeon, R.-Calif., said he had received a Defense Department inspector general report on contractor access to Navy installations.
?
?The report details critical flaws in the practice of contracting access control for military installations to non-governmental personnel,? he said in a statement. ?While the timing of the delivery of this report was coincidental, I believe it to be relevant to physical security on military installations and to the committee's hearing tomorrow on the impact of defense cuts.?

But gun rights advocates are sure to advance the argument that the solution isn?t more laws, it?s enforcement of existing laws. The Navy Yard suspect violated several gun-related Washington, D.C., laws, ABC News noted.

And David Kopel, adjunct professor of law at Denver University and an analyst with the libertarian Cato Institute think tank, said Alexis should have faced felony convictions for his previous gun-related wrongdoing.

"This was the case of another completely preventable mass murder that could have been stopped if we had a more effective criminal justice system and mental health system," Kopel told Yahoo News.
